Honking is so flipping annoying, and it's basically pointless. Aside from the occasional courtesy honk to let the guy in front of you know that they light turned green while he was busy updating his Facebook Status on his iPhone... what's the point? When people honk, just to honk when traffic isn't moving, what are they hoping to accomplish? I mean, the car in front of them is stopped, as is the one in front of that, and the one in front of that and so on and so forth.
I saw this sign in NYC when I was there a couple weeks ago. I think if they enforced this law in Time Square, New York City would have more money than they would know what to do with. We may have bad traffic in LA... but at least (most) people don't honk... they're afraid of getting shot.
